National will lead the next government and its party's leader Christopher Luxon has thanked New Zealand for splashing blue across the country.
The party has 50 seats.
The incoming prime minister says he has not spoken to New Zealand First leader Winston Peters but appreciates his offer to help if needed in government.
Speaking to RNZ, Luxon says there has been a mood for change around the country.
He says while the numbers are bouncing around he believes National and ACT can form a government.
Luxon wouldn't comment on whether he would offer ACT's leader David Seymour the role of deputy prime minister.
And he says he hasn't spoken to Winston Peters, but appreciated the New Zealand First leader's comments of offering to help if needed.
Luxon also wouldn't confirm if he would deliver a mini budget before Christmas, saying National needs to confirm a few things first and discuss it with advisors.
